Every conference has that and I'd be surprised in the world of academic instutional lemmings if anyone is deviating.

It's about controlling that games are played in your conference. You could have programs stopping out of conference and end up with some teams playing 10 games, some 8, some 6 or worse. How do you rank based on that?
