There are a number of tricks:
-mail to wrong address
-don't mail at all
-mail too late (what happened to me in 1976, I and every other student at Mizzou from St Louis County got our ballots the day AFTER the election)

and then the fun begins as (almost exclusively) republicans
object to ballots on flimsy grounds such as marking a ballot with an X instead of coloring it in.

voter suppression has been the only thing that has kept republicans in elections for the last 20 years and mail shenanigans is just part of the overll picture
