Teachers are tired of dealing with the absurd administrative requirements of an over-reaching federal government. The states have to abide or they lose money and don't gain much more control.

It's a lose-lose system. A problem legislators don't talk about is the education degree is, essentially, useless. If you want to teach then become an expert in the field and take a few "ed" classes.
