more like baseball. There is a minor league option and a college option in baseball. If this existed for football, anyone wanting to get paid to play immediately could play for minor league teams. I'm sure there are a lot of communities that would love to have teams.

This option also allows universities to better maintain their academic standards. The quality of college football may suffer a little but it may also help the sport by making it more difficult for some programs to simply reload every year.
