It can be allowed if it is believed the actions of another can cause death or serious physical injury.

Shining a laser in someone's eyes to cause blindness would be serious physical injury. As would throwing a sharpened PVC spear used to hold a banner. So would launching fireworks at officers. As would molotov cocktails.
