From personal experience I found shipping containers from China I ordered opened for inspection often were misidentified or mislabeled and the contents contaminated with foreign materials. I conducted these customs or import inspections through the Bush 1, Clinton and Bush 2 administrations. Imports from China accelerated during the Clinton years and continued to increase under W Bush. USDA APHIS was supposed to inspect imports of agricultural goods, including produce and seeds. Looks like these shipments sneaked through.

Please explain why this message is being reported.
