Those salaries are negotiated between the school district and the union, who the teachers have chosen to represent them in negotiations. Even non-union teachers typically benefit as a free rider, since public unions typically are prohibited from excluding the results of negotiation from non-union teachers. Those non-union teachers are allowed to negotiate on their own, of course, but they have more market power as a free rider.
