The first group (northeast and Eastern part of Midwest, and maybe Washington) had their surge at the beginning. Essentially COVID spread everywhere. Pretty much the entire country shutdown as this occurred (even in the states which did not have shutdown orders). In many of the Southern states and California, this came ahead of a big outbreak. Then everything calmed down a bit...research was done, treatments were improved. Then stuff started opening.
In places that had the early outbreaks, the surge has been relatively minimal, while those that closed before the outbreaks are having bigger surges, but those surges are getting less severe outcomes (likely due to research and treatments).
There appears to be little evidence on if/how the masks are/are not effective at all.
