If you assume that "systemic" racism exists, and that it is an implicit form of racism...

And affirmative action et al programs are explicit forms of discrimination...

To what extent should we be committing explicit forms of discrimination towards one group of people in order to reverse/account for/make up for years of implicit racism against another group?
