Instead of gathering PPE supplies early, he did nothing while the rest of the world was working towards that goal, and then abdicated federal responsibility and set state aagainst state.
Instead of using federal law to get private companies to manufacture testing equipment, he relied on the CDC exclusively (Yes, there were no tests left to his administration, there never are virus tests unless you know the virus you're fighting) which botched the
first test and cost two critical weeks without a reliable test (and then we never have caught up with the amount of tests needed).
