by Reid in 2013 and McConnell in 2017 to get rid of the filibuster for non-SCOTUS judicial appointments and cabinet appointments (Reid) and SCOTUS appointments (McConnell). A point of order needs to be raised about cloture, which the presiding officer will overrule. The overrule will be appealed. The vote on the appeal only needs to carry by majority.
