It means implementing regulations under the Fair Housing Act that impose density requirements, meaning that, in effect, you can't build new housing in the suburbs unless you add apartments and other multi-family dwellings. Also imposing street width maximums, lot size maximums, rent maximums, and other things designed to force developers to build new areas to the standards of our left-wing masters. Obama started doing this, very surreptitiously, and Trump put a quick stop to it. Biden has promised to re-institute the Obama agenda.
