Though some people noted that a vaccine would be years away and often don't come in time before a novel virus runs it course (through herd immunity or other natural factors).
Thus, once it was apparent that the hospitals were not overrun (and in fact were laying off employees en masse), it became apparent that this was not that dangerous of a virus and since a vaccine would be a year or so away, the only practical choice was to do nothing from a central govt perspective (also the moral choice).
