Missing a mortgage payment creates no immediate consequences. If the "mortgage" is a traditional mortgage, a lawsuit is required to foreclose on the mortgage. If it is a deed of trust, notice of default and trustee's sale plus a waiting period, typically ninety days, are required before the lender can sell the property.
Many Americans have no savings to cover an emergency. They live pay check to pay check.
If the borrower has limited reserves and has lost his or her job or is afraid he or she will lose their job, it is more rational to preserve funds for more immediate needs, i.e. food, etc. than to pay something that won't cause any real consequences until four or more months down the road.
As far as arguing that Trump could have acted differently to avoid the situation, that's just you spouting your usual partisan b. s. Trump's policies include stimulus checks to a large number of Americans, supplementing/increasing unemployment compensation and seeking to keep the economy open or to reopen it as rapidly as possible.
