looked up. In the Minneapolis Police body cam transcript, George Floyd is obviously high. He's foaming at the mouth, complaining that he can't breath and kept up a constant jabber. He told the Officers he had been hooping. It turns out this is a hard core druggie act of pumping a stew of illegal drugs up your anus by means of an enema. Apparently, it get them much higher than ingesting or inhaling dope.
