With the exception of bloated coach pay, almost all expenses are due to actually playing the games. Consequently, expenses in an off year would be minimal. Their landlords are the university (government) so it is not like they will be evicted for non payment of rent.
The only real impact will be on staff some of which will be temporarily furloughed and some probably permanently laid off and coaches may have to forfeit some pay. Then they start up the following year with some hiccups around recruiting etc... but everyone will be in the same boat and it will go unnoticed to the average fan.
I don't see a big financial issue with a down year. Certainly not to the scale that some athletic departments will cease to exist.
