It should take five years to allow local jurisdictions to put in place what is necessary. I assume that free drugs, free money, and social workers to lower standards, make excuses and forgive any and all crimes by oppressed colored people who are unfortunate enough to live in a city with a black mayor, black city council, black school board, black police chief, black fire chief and hardly any crackers in the inner city.
