I would go a step further and saying politics is now driving science, i.e. the conclusions you mentioned. It seems to work like this, I'll give you $XXXXX if you find proof for my conclusion. It's been that way for quite awhile and has led people, rightfully so, to not trust science. My opinion, most science these days is propaganda if you ever hear about it in the media. The real scientific research being done is stuff you would never hear about unless you were in that particular field.

Poorly designed or not, the new study does disprove the VA study though. Maybe it is more proper to say, this propaganda disproves that propaganda.
