as high as possible, the fear factor as high as possible, to paint Trump as incompetent and to justify shut downs to harm the economy for political purposes. They are still playing that game with this spike in "cases" and panic about masks.
Then there is the financial motive. The big players are all invested in and would make millions from a new, expensive cure and of course from a "vaccine."
