When I was growing up, there were multiple attempts to improve Lambert. TWA was practically begging for another, longer runway, among other things. But the idiots couldn't get it done, and we know how it turned out. Same level of incompetence in dealing with the Rams stadium.

But St. Louis is a natural place for huge airline hub. The fact that it isn't is very damning against the city leadership.
