He signed no landmark legislation, he started no wars, he let the economy correct itself during a recession rather than giving out a bunch of borrowed money backed by taxation.

He mostly played cards, smoked cigars, and got drunk with his friends in the White House. And the US did just fine during those years.

Oh, but... Teapot Dome.
