Leland Stanford’s 1862 inaugural speech as governor of California: “While the settlement of our State is of the first importance, the character of those who shall become settlers is worthy of scarcely less consideration.” Stanford’s fear of an Asian invasion grew out of racial and class anxieties, that California would act as an escape valve for the “dregs” of Asia.
