All levels of government have some duty to protect public health and safety.
Generally, the government has the right and power to use reasonable means to perform its functions. I.e. the Second Amendment gives Americans the right to own gungs, however Americans do not currently have an "unlimited" right to gun ownership. I.e. background checks for gun purchasers have generally passed muster.
A requirement that people wear a mask for the protection of public health would seem to fall in the same class. Another example is the statutes that require children to be vaccinated for various childhood diseases in order to attend school.
