I'm glad you went straight to the CDC... keep in mind that this is the aggregate for the entire US.
If you look at state-by-state data, especially where there are hot spots right now (Alabama, South Carolina, Oklahoma, Florida), you will see rising percent positive tests. Expect to see something similar as the 7-day rolling average changes in Texas over the next few weeks too.
