I was raised that way.

Decades ago a car thief out of Texas popped a Joplin cop, the cop's backup emptied his revolver in the perp's back, some while he was upright apparently. The perp was kept on life support for too long causing some (most?) Joplinites to question why the city was providing riot guns and buckshot if the cops weren't going to empty Them in perps.
