fails to address why most depts choose to unionize.
Unless you think it's fine for their employer to abuse the hell out of them. Since they are paramilitary organizations they like to keep all their dirty laundry out of the rest of the govt entity they serve. In the cases I listed below, 7 officers got tired of being taken advantage of and went outside the chain of command to the city personnel managers office to lodge complaints. Which started a shìtstorm from the City Manager's office down and brought about some change, but at an extreme cost to the officers that went outside the chain. In police work, they have ways to fvck with you and get even.
