As a former DUI instructor I made it very clear of the consequences for failing to act during a DUI encounter. Allowing drivers to switch places with a passenger just means they will laugh and switch back down the road.

Just last week an officer was charged because he let a woman off with a warning for driving with her child not in a car seat. Fast forward one month and she does it again while under the influence, has an accident, and kills the child. So for giving that woman of color a break, he's getting roasted.
