and the package is labeled as 2 lbs of meat. The butcher was knowingly using an out of calibration scale and the actual weight of the meat was 1.8lbs. The consumer paid $4 for that package of meat.
Was the consumer overcharged? Did he pay $2/lb?
Was the overcharge theft?
