quotes. I agree they weren't peaceful. The issue is more that he forcefully moved protesters, peacefully or not, with tear gas in order to take a photo op.
Seems a lot more like what everyone knows as tear gas than pepper spray.

Their use causes people to experience difficulty breathing and burning sensations on the skin."
Using tear gas on protesters that aren't peaceful isn't a big deal.
A politician taking a photo op isn't a big deal.
