The fees are a much larger percentage of someone in poverty's income.

If we levied these fines based on income we'd see a lot more rich people get arrested.

If you take 0.1% of your salary for a speedy ticket, when cops pull over a poor person making $22,000, they get $22 but if you pull over and issue a ticket to someone making $220,000 they get $220.

Ticketing would change.
