often hit innocent people and it makes the good people in the 'hood hostages to all their bullsh*t violence.
the problem is they tend not be the squeaky wheels b/c they are afraid of repurcussions.
the failure of the court system to keep violent offenders locked up is the problem. police arrest them. courts put them on probation that is rarely enforced or they get light sentences and serve a fraction of the light sentence.
if you kept violent offenders in jail you could eliminate about 70% of crime and reduce the number of personnel in police, courts, probation officers, etc.
