I don't see this country as a racist country today. Yes, there are racist a**holes but looking at the protests, you'd think this was Apartheid South Africa. However, we have a history of racism which contributes to where a lot of African-Americans are presently speaking. The impact of Jim Crow is still there, as many blacks were not able to take advantage of generational wealth that many whites were. Obviously the education experience of urban blacks (for many reasons) is very difficult and the "pull yourself up by your bootstraps" mentality just doesn't work for most. As a result, you have a lot of blacks living in poverty or hovering around the line. This leads to a desperation, which leads to crime. This is why it's not fair to say the justice system is racist because a disproportionate amount of blacks are incarcerated. Fat people die of health issues, poor people are more likely to be arrested and therefore get into confrontations that may lead to violence with police.
I don't have the answers, as I think we're trying to help overcome the past (affirmative action, welfare, etc.) but it's a very difficult cycle to break.
