"based on the information I have today, I don’t expect Mr. Durham’s work will lead to a criminal investigation of either man,” Barr said. “Our concern over potential criminality is focused on others.”

He didn't say their respective actions wouldn't be investigated. Barr qualified his statement with a few weasel words. What do you think Durham will do if one of Obama's minions flips and rats him out?
