It is a LOGICAL summation that sending sick people to areas of high infection(i.e. rest homes) would result in an artificially HIGH rate of infection. So that by INFECTING MORE people than would have been infected "on the street" or at home, naturally the amount of deaths were artificially boosted. Common sense.
