I agree with you. And your dichotomous choice is pretty false. I don't live on TV or see or every last little thing. Pressures in NY to clear out hospitals have been pretty severe and likely led to that call. May have also come from a time when the consensus was that once the virus had been survived, that the contagion aspect was no longer in effect. I don't know, just a guess.
