If memory serves here, 247 was started by the same guy that started Rivals....about 10-15 years later. There were a couple of factors at play. He sold out for a lot of money to Yahoo. He felt like he could do better than what Rivals had become.
At first 247 only offered a consensus rating of the other services, and a consensus is usually more accurate that any one score.
