Again: 12k deaths/atrocious, 60k deaths/terrific?

Can somebody make this make sense? Conservatives and Trump have repeatedly said Obama did a horrible job with H1N!, where 12k people died in a year. But they are also saying they have done a spectacular job with the Coronavirus, where over 60k people have died in 2 months.

In what way does this make sense? There are several people here who think black people are held to lower standards that white people. So please explain how 12k deaths over 1 year is horrible, while 60k deaths in two months is a "great job"???
