right now in Calif towards closures that he will, ultimately, fail in that order. When the weather turns warm (like now) and you're 1-5 miles from long, wide beaches, the human instinct is to go there. We saw (National news) a bit of that last week in Newport and Venice. Yosemite is a bit different in that it is a National Park, and they can simply close the gates.
