That claim is only made by the uninformed.
"He who believes (pisteuo) in Him is not condemned;
but
he who does not believe is condemned already,

he has not (not ever, never)

Once one believes (pisteuo) in Him, they become a Christian.
Once one believes (pisteuo) in Him, they are born, by the will of God, by the Spirit of God.
Once one believes (pisteuo) in Him, one can never again be in the position where they have not (not ever, never)
believed in the name of the only begotten Son of God.
Once one believes (pisteuo) in Him, one can never again be in the position where they have not been born, by the will of God, by the Spirit of God.
The new birth, being born again of the Spirit, is every bit as real and permanent as the physical birth. Being born of the Spirit is an irreversible act in time, just like the physical birth.
