Biden can say that because most people don't follow the timeline and actually know what he said and when he said it to hold him accountable.

As for will it be effective, it will likely be effective to the uninformed voter. Using reason as to why it won't work is only applicable to the informed voter.

That's not a democratic issue, it an every political party issue.
