Cultural change must take place:
1) To reduce the recidivism of drug use, there must be hospitalization (different from outpatient) for users. Treating it as a health issue allows people who were addicted or using to recovery, including them in a non-using society, that they "feel" theoretical is better than them.
2) They must change the work culture. Hard work must be more rewarded as practically observable.
3) More research into pain management
4) Leadership that is down to earth and positive.
