No, we don't have to pretend b/c he A. took steps in January and B. took additional steps in February and C. you're using revisionist history b/c nobody was operating with perfect information b/c China was lying and covering up the true scope of the problem.

Feb 4th: state of the union address vowed to take all steps necessary to protect the American public from the virus
(dem response? crickets and ripped up his speech)
Feb. 6th: CDC begins shipping CDC developed test kits
Feb 7th: Trump told reporters the CDC was working with China on the virus
Feb 9th: The White House Coronavirus Task Force (created back in January) briefed governors from across the nation at the National Governors Association Meeting
Feb 11th: Dept of Health and Human Services entered into a partnership with Janssen R&D to work on developing a vaccine
Feb 12th: US shipped CDC developed test kits to 30 countries.
Feb 12th: CDC was prepared to go to China. Waiting on permission from China; which I don't believe ever came.
Feb 14th: CDC begins work with 5 private labs to study the spread of the virus
Feb 18th: HHS announces partnership with Sanofi to develop a vaccine and treatment
Feb 22: WHO team arrives in China.
Feb 24: Trump requests 2.5 billion from Congress
Feb 26: Trump discusses containment efforts with PM of India and updates press on US containment efforts
Feb 29: FDA allows certain private labs to develop test kits and begin testing w/o the usual regulations which would have slowed this process down
Feb 29: travel advisory issued on S Korea, barred travel to Iran, barred entry of persons who had visited Iran within the last 14 days.
but yeah, the Trump admin did nothing in February.

Yes, he said both. So far, there are fewer deaths than the flu and in some regards, it is like the flu. That is really not debatable. But more importantly, at the time he said it we did not have a full picture of the disease. Essentially you're trying to say that him being optimistic at a time when there were lots of other people being optimistic is some kind of big deal.
Will warm weather "make it go away"? Why are there fewer colds and cases of flu in the summer? there is a correlation (not causation) for this fact. covid19 is a coronavirus just like the common cold; which you see fewer cases of in warmer months.
