if that's the case, why wouldn't they let him stay on the team as a "walk-on" using a non-football scholarship?

The guy didn't have a scholarship. Pretty sure he got confused and that Luper said, "you're still on the team, you just don't have a scholarship" not the other way around like he reported.

It just makes no sense
