the rest of the world
for example 100 proof in the US = 50% ABV but in the UK it's 57%
the US measures ABV at 60 F and it's measured at 20 C (68 F) most other places
the US figured out how to collect the right amount of tax but didn't require a change to labeling so...
a Scotch labeled 40% has the same alcohol content as a bourbon labeled 42%
