he hasn't made any state-wide orders. It would be the mayors that are responsible.

I was responding with "what's the point", even if it wasn't a good answer. The true answer is they're not doing this to delay the inevitable, but to flatten the curve. If it was just to delay, they wouldn't be doing this.
