was mostly states & local governments that did that or the business owners themselves.

I know the US had travel restrictions & shut down flights to some countries early on, and shut down some government offices, I assume... and probably he &/or federal agencies have recommended shutting down and/or working from home and so on where possible, but I thought it was all the local governments doing the mandatory shut downs for the normal businesses out there.
