a just in time model. There are costs to having excess production capacity and a large inventory for potential emergency type situations.
Companies, including hospitals made business decisions not to have large enough inventories "just in case". Manufacturers decided not to spend the money to have significant extra manufacturing capacity.
It really shouldn't be a government issue, unless the country felt it was necessary to force companies to have such contingency plans and inventories.
