Govt employee's know that the president is gone in 4 - 8 yrs, and they are there for life. As such, no matter what directive, order, law the president passes concerning them, if it's deemed negative, they will slow walk it, sue, take years to implement it (badly, on purpose), and give it to their worst employees.

If they like it, it grows govt, means more money time off, it gets done in under a year, and the best peoplework on it.

The military isn't quite as bad, but the generals all behave in this same manner. They are all politicians, more than warriors these days.
