To cancel or not cancel the upcoming season

WADR to everyone, I would suggest the appropriate procedure for determining whether or not to play the upcoming season is:
1. Sometime in late summer, i.e. probably July, obtain an opinion from the Missouri Department of Health as to whether or not playing the season will or will not increase the health risk and, if it does, by how much, i.e. how many additional cases.
2. If the Department of Health renders an opinion that playing the season will increase the health risk to Missouri citizens, the season should be cancelled.
3. If the Department of Health renders an opinion that playing the season will not increase the health risk to Missouri citizens, the season can proceed.
The Department of Health would seem to be the appropriate state agency for determining the health risk to Missouri Citizens. Alternatively, the Governor could appoint a group of medical professionals to make that call.
An opinion from the Department of Health or other appropriate medical authority would provide cover for the individuals making the decision to actually cancel the season. Likewise an opinion that playing the season will not increase the public health risk would give cover to those same individuals and a decision to proceed with the season.
Bottom line, let the health care officials at the appropriate agency make the call.
