There is no conspiracy behind it, it just shows the problem we have with the shortage of tests and the backlog of the testing facilities.

Hospitals are trying to conserve the tests for patients it might make a difference in. It skews the reported numbers, but it makes sense they are trying to use the tests to make a difference in how they are treating patients.
